Such was the scope and magnitude of the Texas Education Agency’s strategical academic deception of genuine grade-level during TAAS, it had little choice but to degenerate to blatant institutional racism in setting passing and grade level standards in the second general of student testing – TAKS.

One must not understate the importance of the TEA’s deception in the TAAS era. State and Federal Courts would decide constitutionality. The achievement gaps for at-risk, disadvantaged children statistically dominated by children of color had to be closed – even if it involved an academic hoax.
